I don't know about recommendations. It's mostly a matter of personal taste. The suggestion was to do with the data mining topic as that's a big plot element (it is a well-written dystopian book and takes place in the UK so I thought that might appeal).
Do you mean that although 22nd March 1993 was "declared" the first World Water Day, it was not observed until 1994? I could not find anything about it either way but I guess you must have.
