† Hmmm … But is Baltimore City in Baltimore County, Debbi? That’s usually the case, here in the UK: the county town, the administrative centre/largest town, is in the county named after it! Just to confuse everyone, the county town of Essex, the capital … is Chelmsford. Go figure! (Oh, technically? Julius Caesar was a god, as well as a politician and general. I get the impression the Ancient Romans took hero worship seriously …)
No, City and County are separate in Baltimore's case. That isn't necessarily the case for every similar city/county combo in the U.S. Things tend to vary from state to state around here. :)
