It sounds like the Spanish system’s as much of of a mess as the UK’s! Although ‘mess’ is possibly the wrong term: possibly the phrase we want is ‘budget focused’. I can understand governments turning people in my shoes down: they do have a budget to balance, after all. But that turns a request for help into a battle that’s damaging to mental health.
† I don’t know that is was, Debbi. Mind you, I’ve usually got the answers in front of me. Not that you’d know it, sometimes!
